i have query that i paid to professional fees of rs.10000 in financial year next year i made payment of 21000 .is tds deducted on 31000 or 1000.is limit count for each fy separately or it continues once tds deducted

No TDS will b deducted since the limit of Rs. 30000/- in in a financial year. And in your case the payment is 11000/- in one financial year & another 21000/- in another FY.
