we want to make peyment outside india for purchase of goods.

As per new Rules applicable from 01/04/2016 for import of goods no form 15CA & 15Cb required.
10 May 2016
for import of goods, the same are not required. Due to the "safe game" attitude, some banks are still insisting to give the form. The decision is required to be taken giving due consideration to the soft relations with your banker.
