THE NEW EMPLOYER WANTS TO CLUB INCOME TO DEDUCT TDS ..FOR WHAT PURPOSE 12BA IS USEFUL?

29 June 2011 Form 16 should be issued when a person leaves the employment, not necessarily at the end of the year. New employer can not club income, since the TDS is alrady deducted by the previous employer.
