FORM 16 IS ISSUED AT THE END OF THE YEAR..THE EMPLOYEE HAS STARTED AN EMPLOYMENT ELSEWHERE...

Form 16 should be issued when a person leaves the employment, not necessarily at the end of the year. New employer can not club income, since the TDS is alrady deducted by the previous employer.
