Withholding Tax on Packing Charges

Please suggest as to whether withholding tax is needed to be deducted on packing charges payable to a Non Resident company by a Resident Company? Since the packing charges are only 500 USD, is 15CB required?

It related to import of goods no withholding tax is needed to be deducted and 15CB not required.
