We sell our CI BOring Scrap, SOlid Scrap is this attracts TCS?

If tcs is applicable then,

Wel sell CI BORING 1000 kg @ Rs.10 Perkg
so 1000* 10 = 10,000 on this amount vat 4% calculated Rs. 400 total invoice value Rs. 10,400.00.
Which amount TCS calculated on or before vat?
