16 July 2013 It is a detailed report or discussion relating to the concept of VAT, its rules and related matters. It is usually issued by the government when something new is propsed to be introduced.

As per my understanding:

White Paper :( A new proposed Bill which is proposed by Govt and open to Public comments)

Bill:(A proposed Act, which will be subject to discussion in parliament)

Act :(A Law which is passed by Parliament)
