vat/tin for education institute

i wanted to know can an education institute take a tin number, as we r not in manufacturing sector.
Also, if we don't have a tin no. will we have to pay higher cst/vat for our purchases from outside states.

yes, u can take TIN for lower CST rate. there is no specific denials for educational institutions.

If we do take a tin no. then the problem will come in filling returns as there will be no cst/vat input or sale from our side, there will only be cst/vat outgo.
Also can u please let me have a brief write-up, as the our commissioner is saying no for tin for education institute, so that we can at least put our case with him...

Dear Naren,
Yes u can take a TIN No. No matter you are a educational institute. The capital goods you are going to purchase on lower rate of cst is OK but the capital goods to be used in for manufacturing any goods for resale on which there is Vat leviable.
Your registration for vat is possible only when you are manufacturing or selling other than non-vat goods.
Can you provide more details what you want to do with the goods you want to purchase on lower CST/VAT ?
