Does Hiring of vehicles for office purpose attracts VAT ?

under Haryana vat if you are hiring vehicle with driver then no vat applicable .
but if you take vehicle w/o driver then vat applicable 13.125% of the rent amount.
but if you take vehicle w/o driver then vat applicable 13.125% of the rent amount.
