Vat on binding charges

A vendor has charges vat 4% on binding of books, when the materials are provided by the customer. as far i know the vat is charged only on sale of goods.

Under the Vat Act vat is charged on works contract also. Your binder has treated the same as works contract and on his labour charges he has charged the works contract vat rate.

VAT is not applicable as per MVAT, 2002.
