somebody give me a link from where I can download the online book for explain of whole procedure of VAT

You can go to the respective state's commercial tax site and download the whole procedure of VAT. I think this is available on every state's commercial tax site. Like for Gujarat VAT, it is www.commercialtax.gujarat.gov.in

you just type name of state + vat act for result of commercial tax site and download the act for that state.

you can know from commercial tax department about act,rules and procedure with which form need to fillup.
