CST is Central Sales Tax Act 1956 and its not under VAT. Vat is a different ACT which governs the Tax on sales made within the particular State whereas CST applies for Sales to other state from a particular State.

CST & VAT are totally different.
CST: Its sales tax on goods sold outside state. It is standard for all the states.
VAT: Its sales tax on goods sold within state. It varies from one state to state.
