Whether VAT and Service tax is applicable on the Rented Mandap? and also on what rate VAT should be deducted and paid?

Only service tax is applicable as it is mare servce and not sale. So there is no Q of VAT.

Yes, only service tax is applicable but vat is applicable if you are selling something from that mandep on sale value
