On which value the telecom company (i.e MTNL/ BSNL) is liable to pay service tax on recharge coupan.

As per recent case law Service tax is payable on Gross amount received from the Customer i.e Gross amount of the coupon.
If coupon is Rs 50 and the talk time is 45.50
the telecom company has to pay Service tax on Rs 50.
If coupon is Rs 50 and the talk time is 45.50
the telecom company has to pay Service tax on Rs 50.

But telecom company did not received Rs. 50. Telecom company sells the coupan to retailers for rs. less than 50. And as per Valuation rules we have to pay service tax on the Gross value received.
