Usage of c form against copy right

As per AP Commercial Tax Dept, CST@5% is applicable on Copy right. My query is whether C form can be obtained and tax charged CST@2%

04 September 2013 The usage of c form is restricted. One can issue c form if only the commodity is endorsed and included in the form B CST certificate. Only for the following purpose, c form can be issued.
1) resale
2) use in manufacture
3) power generation, mines..
4) packing materials
5) telecommunications
