Up vat registration of builders

In case of a builder having on land and raising structure thereon with its own workforce and procuring building material from registered dealers after paying full tax on sale invoices, does he need to obtain registration under UP VAT ACT

If he receives any advances from the flat nuyers then the builder becomes a works contractor and require to be registered under UPVAT Act.If he makes some interstate purchases or imports any goods then also he needs to register under UPVAT Act....mjk
