Two numbers on inoices

i want to know that in excisable units One Invoice contains two numbers Vat Invoice & Excise Invoice or in many units issue two invoices Vat Invoice and Excise Invoice, why?
Please clear my query

01 December 2011 Wherever a excise invoice does not contain all the particulars & information as required under local commercial vat law. the other invoice is popularly known as commercial invoice. .
