if a person provides taxable service of 9,99,999 then is he Liable to pay Service Tax and Registration ?

Those whose value of services exceeds Rs 9 laces shall be required to take service tax receipt but he didn't required to collect and pay service tax till exceeding of his receipt Rs. 10 laces for the first time.
So in your case required to take service tax registration and need not to collect or pay service tax up to service value reaches Rs. 10 laces.
