While transfer of the articleship,we need to submit Form 102 and 103 within one month of the start of it. But is it mandatory to submit Form 109 within one month or before 102 & 103?

Yes,u have to submit form 109 & old i-card before or with form 102 & 103 within 30 days of transfer otherwise there are penalties in 3 slabs.
For delay of up to 30 days = Rs.100 DD
& thereafter complex procedures with more penalty.
