31 December 2012 A Regd dealer in Maharashtra, Purchase goods from Dealer regd in Gujrat & same is sell it to dealer regd in gujrat, without bring goods outside gujrat. is this transaction is taxable or not and any Form require in this transaction???

Let the dealers be called M, G1 and G2.
M buys goods from G1 in Gujrat. Gi should send the goods to a transporter, who can be advised by M to deliver it to G2 in Gujrat itself. M should not tAKE DELIVERY OF GOODS IN Gujrat.If he does so ,it becomes a local sale,as the goods do not cross the borders of Gujarat.But, once they are put into the process of transportation,to be delivered to M, it acquires the character of an interstate sale and also sale to G2 a transit sale...MJK

Please clarify in details, I think in this transaction we require 4 form i.e E1, E2 & C form from supplier & buyer.
