i want to know the liability of the person who has issue a form-16 without tan no. if his employee was ask to issue form-16 for their loan purpose.

You can issue Salary Certificate but not Form 16.

If employer has deducted any taxes from employees during the year and issued Form 16 without specifying his TAN, it's a default at his part.

Without TAN TDS can not be deposited. So no TAN , no form 16.
