Sir,
one of my friend have failed to file income tax return for FY 11-12 & 12-13. but my doubt is for this two fy years his unclaimed TDS amount is more than 1 lakh , so can we claim ad refund now or not.

No you cannot claim TDS refund in case of time barred returns

Yes , can file return and seek refund. Please see CBDT Circular 9/2015.
