can anyone please let me know If I have paid excess TDS on contractors, how and when will it be refunded.. Is there any set-off available.......

No, You can raise a debit note on the contractor for the same, as he will ultimately claim it in his ITR.

Yes you can adjust against your subsequent tds payable but under the same head like 194J etc
