27 November 2012 If separate contract with each translator or expert specifying the rate for each word translated, then TDS U/s 194C is applicable

If you Hire the service from a translating from expert, it is covered under professional service U/s 194J.

Translation is not falling within the definition of fee for technical service as defined in explanation 2 to section 9(1)(vii)and same should be treated as professional service.
