is section 194 C applicable if invoice value crosses threshold limit Rs. 30000/- including GST but does not cross Rs. 30000 exclusive GST?

Tax is deductible on the amount excluding GST, if the amount of GST shown separately. Notification no. 01/2014
But Threshold limit of 30000 will trigger once account credited/ payment done with 30000 or more
