whether TDS applicable on laundry expenses paid by students hostel to laundry shop amounting to rs 150000?

Yes. TDS Required to be deducted u/s 194C.
Only Individual and HUF are exempted from deduction of TDS if their file was not under Tax Audit during previous Financial Year. Other entities required to deduct TDS.

yes if you are (in cast of individual/HUF) getting audit report on your a/c u/s 44AB then you have to deduct the TDs . in other case you have tot deduct the tds.
