is it mandatory to file TDS return if one has a TAN number??? Even if no TDS has been deducted???

Filing Nil TDS return not required. Just submit online declaration for Non Filing of Statement.

As I said it's not mandatory to file return when there is no transaction but you need to submit declaration for Nil Return. It is submitted online at www.tdscppc.gov.in
