one of my client doing filled his ITR regularly.In financial year 2002-03 & 2003-04 TDS Refund claim in ITR but still not get. I have done so many complaint in writint to commisioner but they also didn't reply.
Now i want to complaint higher level from commisioner what is the right person for this matter, so i can received refund order for that assesse.

talk to ITO once but as you mentioned that you have send complaint also then I think this will be no big help. after this if you didn't get sufficient reply compalint to commissioner. you will get interest for this delay payment.
