Sir/Madam,
My client needs to revise return and since password and all are not with me, i need to re-register.Now since after instuctions of ITD, Re-registeration has been blocked, How can we re-register.? Can offline revision work still.?

No. You need to explain this VERY VERY patiently to the Call centre who will in turn guide you for re registration. The Call centre's number itself is patience testing.
