Tds payable _ refund

One of our clients had deducted TDS on the basis of provision booked. Later, they found that the provision is in excess of what is required. Now, whether the TDS dedcuted earlier can be claimed as credit or to be charged of as expense?

It can be debited to the vendor related to that provision and recover
