Whether TDS payable on expense booking of WCT is eligible for set off against VAT receivable??

no.
becz TDS is payable under central act and vat is payable/ receivable under state act.
becz TDS is payable under central act and vat is payable/ receivable under state act.

vat tds is also can't be set off against vat receivable becz input vat can be utilized against output vat only.
