Please can any one tel me if we are hiring a taxi does we require to deduct a TDS on it

If you paying fixed monthly charges or daily charges as rent or hire charges irrespective of utilization then TDS required to deduct according to the section 194I other wise i.e you are paying per kms charges based on your utilization then required to deduct TDS according to the section 194C.
