Tds on tour operators

The Tour Operator has an abatement of 60% he charges service tax on 40% on gross amount charged TDS will be deducted on what amount the gross amount charged or 40% services provided + Service tax?

TDS shall be deducted on Total bill amount inclusive of service tax. Abatement is only for the purpose of Service Tax and not for TDS.
