Tds on surrender of tenancy rights

If a tenant surrenders his rights against compensation paid to him. is the said compensation liable for TDS. What is the rate of TDS in such case.

Not liable for TDS since the transfer of tenancy rights cannot be treated as sale of
land or building.
Ps:- CBIC's Circular 44/18/2018 CGST dated 02-05-2018 is relied for the later part
