Tds on software license fee

One of our clients Pearson India supplied us with a software which is used to test the English proficiency of candidates as a part of recruitment process. Is TDS deductible u/s 194J ? Kindly advise.

If it exceeds Treshhold limit Rs.30000 / you can deduct TDS
