TDS on Senior Citizen FD

Dear Sir,
My mother is 73 year old and holds a Sr. Citizen FD in SBI. Inspite of submitting 15H intime, bank deducetd TDS from the interest. On enquiry bank officer said that it is a lapse and shown his inability to help further. My mother is a house wife and does not file income tax return, nor she has PAN card. Is there any way to get the amount back in her account. Kindly guide us.

Apply for a PAN and file the I.T return showing the tds amount and claim refund , you will get it , today or tomorrow.
As the amount has already benn deducted by SBI they would not be easily ready to adjust or correct their TDS return so I feel the only way to get a PAN ( will not take much time ) and file a return for refund.
