Sir,
We take A house on rent first floor and ground floor. We Prepare two no agreement one for ground floor @10000 Per month with husband another with his wife for First floor @ 13000 per month is TDS u/S 194I Is applicable.

Who is the owner for ground floor and first floor. If the owners are different, then TDS is not applicable. (Please note the owners...do NOT go by the agreements made by the tenants.)
