Tds on paymets made for freight 194c

can any one please explain the provision for deduction of TDS while making payments to truck drivers for freight and when TDS are not to be deducted.

If PAN is furnished by the by the Transporter then no TDS. otherwise TDS required to be deducted @ 20%.

if the payment made in the year is less than 75000/- or single payment of less than 30000/-.

Then no TDS Even if no PAN.
