Tds on payment to trust for advertisment in navratri

Whether TDS is required to be deducted for Advetisment Expense in navratri paid to public Trust who is organizing navratri.....
if yes then at what rate ?????

TDS will be deducted @2% if the trust does not submit you any NIL Tds Certificate.
