TDS on Ocean Freight on material import

17 February 2009 Our company is importing plant & machinery for upcoming project. For this we are paying ocean freight to an indian company. The company is giving bill in US$ and we are giving INR after converting USD. Now my question is whether we should deduct TDS U/S194C for paying ocean freight?
