Tds on lorry hire paid by GTA

A ltd ( GTA ) hires truck from B (irrespective of its status) to provide its transportation services. Whether A ltd is also liable to deduct tds in accordance with 194C or obtain a declaration under 194C(6) in case of non deduction of tds ?

if supplier have upto 10 vehicle then no tds is required.
