Tds on iso certification charges

We are making Rs.10000/- as advance payment to a Management firm as an ISO Certification charges Is TDS applicable on this and what rate and under which nature of payment?
I had not deducted TDS on advance now but the Total Bill value is of Rs.35000/- TDS can be deducted later also on total bill value or not?
