TDS on Gross Total Payment including Reimbursement

Hello Experts
As per Circular : No. 715, dated 8-8-1995 It is sure that TDS is to be made on gross total bill including service tax or reimbusement if any..(Except for 194I for which specific notification is there)
Whether any circulare or notification is issued by govt. which overrides above circular and have opposite effect for tds provisions which are said by above circular.
