Tds on foreign stage artist

01 October 2012 we have to make payment to a few foreign (France, Germany, Britain, Pakistan)music bands for the stage performance in india. These parties don't have PAN. What Rate of TDS shall be appied to them after considering DTAA , if any, with these countries.
pls quote applicable provisions too.
