Is Tds applicable on foreign payment? and what is rate of deduction

Yes TDS is applicable on payment... the rates are as per section 195.... the rates may be taken from the DTAA if any, with the receiving country....
the lower of the DTAA and rates prescribed in Act can be taken for the purpose of deduction of TDS...from such payment...
