TDS on Book Binding Work

we have in receipt a Bil of Rs. 23856/-from a Book Binder for binding books in our company premises.
I want to know that TDS is applicable or not on this bill.
If applicable then what % of tax, we should deduct from his bill.

If you purchased the books from the other person then it is trading.
or first if u given the books then he binds that books or he writes ur name then it is called.
in the second situation TDS will attract u/s 194C i.e.2%
Book binding charges is subject to TDS under section 194C. However in this case, tds need not be made as the bill amount is not exceeding Rs. 30000.00
