Tds is appliacble for printing prress

I have one doubt regard TDS . whether tds is applicable for printing some paper in printing press.

13 May 2012 The Specification for printing is given to the printer. Accordingly, he is printing the material by using his own material labour, power etc.
.
He works as a contractor as he is performing
printing work or job for you. If the payment exceeds prescribed limits (30000/-Single Bill, 75000/- Total Bills During the Finanical year), than TDS is required to be deducted. For printing some papers only ...if costs less than 30000/- than no need to deduct TDS.
