If PAN quoted TDS need not be dedcuted for transporters.
Does that mean tds need not be deducted freight & Loading and unloading
transportation of materials - golds sold or product purchased - freight on the same?
Amendment is like As per the amended section 194C, through Finance Act (2) of 2009, No deduction shall be made from any payments made to a contractor during the course of business of plying, hiring or leasing goods carriages, on furnishing of his PAN to the deductor.
Only plying,hiring or leasing goods not all as per act

In my view no Tds will be deducted on any payment to the Transporter.
The AMendment as u have mentioned states Plying, Hiring or leasing goods. It means that the transporter should be involved in this & not that he should be charging for these activities only.
