TDS for Income tax exemption zone

I am a employe in UTRAKHAND & here there is a income tax exemption for 10 Year. My Problem is :-

1- Will i deduct TDS on Labour jobs bills

A- Labour job bill received from Trader Uttrakhand (Income tax exempted unit)

02 April 2012 The exemption is available only from payment of Income Tax and that too for manufacturing industries.

The exemption DOES NOT extend to TDS provisions.

TDS has to be deducted.
