Why removal of Education Cess and Secondary Cess had come into force, as the same paid by the deductee at the time of finalization of their return?

Not Satisfied.....my question is that the assesse is paying education cess ans SHEC at the time of finalization of return...if it is deducted at the time of tds deduction...no need to pay tax by us.....
