Tds deduction on ocean line invoices

10 August 2012 We are a NVOCC operator. We have received a Freight Invoice from a company registered in India which act as a foreign shipping line agent. It includes Ocean freight, THC & Bl charges. They have no TDS Exemption certificate from Income Tax. Should we deduct 2% TDS on the gross amount of the invoice ?
